they absolutely are but many trans persons choose to not to have bottom surgeries for either personal or financial reasons and that is their right. it doesn't make them any less of a man or woman. but sex involves genitals. it is never appropriate to talk about someone's genitals but we're discussing the difference between pan & bi and i'm attempting to explain it in an easily understandable way in hopes you're asking in good faith.
