No, it's not. Rules put in place to 'protect biological women' from trans women that then harm cis women is exactly the point.

Think of it like how the anti-trans bathroom controversy has actually led to cis women being routinely harassed because other cis people think they're too 'masculine'. The INTENT behind these bills is to hurt trans women, but cis women are being just as affected for not being perfectly 'feminine' specimens.
